ok, lets start a discussion.

In a state the size of Illinois, how would you first categorize schools, second rate said schools, third set up a playoff system?

boundaried schools & non-boundaried schools
start with an enrollment of each school to determine class, rank and re-rank schools according to success, you will need a formula for rating each schools success v other schools and their successes.
a formula that will determine the rankings of boundaried and non-boundaried schools.
all schools will be ranked accordingly and evenly once determined which class they belong.
top class = best schools
and so forth. so using 8classes.
top 64 teams in top class
and so forth. to begin, you will need to use the last 5years of competition to formulate a rating.
after two years you can begin to watch the movement up or down between the classes. at that time it will be determined what that formula for playing against higher classed schools v lower classed schools and determine those percentages.
this will help determine which schools in each class have a higher rating.

Your micro managing this. It was at its best before with 6 classes, 1 to 32 seeding regardless of geography and should have never been changed.


ok, I get it. so you are saying.
if you were to start a state playoff recommendation, your vote would be to simply say begin with 6class system.
how do you classify your schools?
how do you rate your schools?
and are all schools equal?
then why not just a 1class system?

just asking. this a discussion.
 
I would do 5 boundried classes and 2 non-boundried classes.

The boundried classes would be based on enrollment initially and have mechanisms to promote (not a punishment) schools that sustain dominance in their original class.

The non-boundried classes would have a more tenuous method to determine which class each school plays in, but it would be based on perceived strength, perhaps decided by coaches like basketball seedings. Public schools with open boundries would be included.

I would keep the current system for determining who makes the playoffs and seedings.

and are all schools equal? Ok with 1.65 multiplier for private schools
