start with an enrollment of each school to determine class, rank and re-rank schools according to success, you will need a formula for rating each schools success v other schools and their successes.
a formula that will determine the rankings of boundaried and non-boundaried schools.
all schools will be ranked accordingly and evenly once determined which class they belong.
top class = best schools
and so forth. so using 8classes.
top 64 teams in top class
and so forth. to begin, you will need to use the last 5years of competition to formulate a rating.
after two years you can begin to watch the movement up or down between the classes. at that time it will be determined what that formula for playing against higher classed schools v lower classed schools and determine those percentages.
