Technicality here, but "Chop Blocks" (Double Teamed and cut below the waste) are never legal.
As Newt points out, a 1-on-1 block below waste the is legal at the LOS between the OTs.

There is a new rule this year on blocking below the waist. It must be immediate.
But "Chop blocks" are never legal , which is one blocker high and one blocker low
