Regional Football Proposal by Mahomet Seymour

Add By-law 5.074 – Regional Football Proposal

Summary of Proposed Changes:
Requires the IHSA to establish 8 geographic regions in each of the 8 classifications and establish a regular season schedule for each region on a 2-year cycle. Top 4 teams from each region would qualify for the State Playoffs.
Rational of Submitters:
• Eliminates the need to change conferences based on football scheduling
• Eliminates the creative scheduling to get the magical 5th win
• Allows for a schools natural enrollment fluctuation to be automatically factored in every two years

Add By-law 5.074
Establishing Eight (8) Classifications – (1A, 2A, 3A, 4A, 5A, 6A, 7A, 8A)
A. Enrollment
1. Take the average official enrollments for each school for the two years prior to implementation and
reclassify every two years.
2. Once the average enrollment is determined, the multiplier will then be enforced
3. The Success Factor by-law will also be applied
4. A list will be created from the greatest enrollment to the smallest enrollment
B. Placing Schools in a Classification
1. The IHSA will divide the state into eight (8) classifications
2. The number of regions in each classification will be determined by the IHSA
C. Moving Up in Classification
1. Any school interested in playing up a classification needs to notify the IHSA by Monday of Week 28
Establishing Regions Within the Eight (8) Classifications
A. The IHSA will set the regions in all classifications
B. The regions will be set by geography
C. These regions will be announced by the Monday of Week 31
D. Each region will be labeled by their classification and a number
1. Example – 8A Region 1
Establishing Schedules for a Two (2) Year Cycle
A. Regional Schedules
1. Each team will play every team within their region
B. Levels of Play
1. Schools will be playing all levels that their opponent offers
a) If a school has a level and their opponent does not, they are free to seek another school to play for that specific week
C. When the schedule is set for year one, year two will be set to play at the opposite sites
Establishing Playoff Teams
A. The top four (4) schools in each region will make the IHSA Football Playoffs
B. Tiebreakers
1. The parameters of breaking a tie will be determined by the IHSA
Bracketing the IHSA Playoffs
A. The IHSA reserves the right to seed each class as one bracket (1-32) or two brackets (1-16)

First Round Blowouts

I know you all have been waiting with baited breath for my annual rant about first round playoff mismatches. This year, it's just data with no editorializing (at least in the first post). The numbers in brackets reflect similar data from 2021, 2017, and 2016, respectively.

There were 54 [56, 52, 52] games decided by margins of 30 points or greater. A total of 36 [33, 32, 31] games finished with margins of 40 points or greater. An additional 54 [38, 15, 20] teams scored fewer than 10 points.

As 4Afan pointed out yesterday, 23 (18%) of 128 games this past weekend were decided by one score or less. Compare that to 42% [44%, 41%, 41%] decided by margins of 30 points or greater and 28% [26%, 25%, 24%] ending with margins greater than 40 pts.

Of 128 first round games games, 17% [22%, 15%, 12%] were shutouts of any margin.

ICE Playoff Round 2

2A

#6 Downs (Tri-Valley) (8-2) at #3 Wilmington (9-1) - Rematch of last years Semifinals matchup. I don't think that the level of competition stacks up and this shouldn't be the end of the Wildcats season. Wilmington continues to grind out another win. 35-7


3A

#7 Pecatonica [Du-Pec Coop] (8-2) at #2 Braidwood (Reed-Custer) (10-0) - Du-Pec is outmatched here. They haven't really beat anyone that great and they lost to a few good teams. I don't think RC skates the way they did last week, but I still think they end up with a clock. Vomits 56-10

4A

#8 Coal City (7-3) at #1 Carterville (10-0) - They are the 1 for a reason and undefeated. It is always hard to judge some of those teams. They beat some bad teams and some decent ones. Going on the road is the deciding factor here. Coal city plays tough and hangs for a bit but Carterville is too much in the end. The Lions win by 2 scores. 42-28

Marion’s Kerry Martin Retires

After 33 seasons Marion Head Coach Kerry Martin steps down.

“Martin has been a head coach for several different programs in his 33 year career.

As coach his career record is 232-107 and is in the IHSA Top 50 for Winningest Coaches.

He coached at Sparta, Flora, Carterville and Marion. He took teams to the playoffs 27 times, including the last 17 in Marion.

He has one State Championship under his belt, with the Carterville Lions, 1 final four appearance and 3 quarterfinals.”

Congratulations to Coach Martin on an excellent career. Was hoping you could beat Mascoutah last week to give Highland a road game.

WB6/TRAC Round 1 review/Round 2 preview

Not divvying these up by conference anymore because we have less teams. But let's roll!
Moline 21, DeKalb 13 - Great game. The Maroons weren't fantastic in the first half and it was really only due to DeKalb mistakes (a bad overthrow that led to an interception and a fumble inside Moline's red zone on a bad snap) that Moline had the lead at halftime. But Moline made some adjustments at half and even though they only scored seven points in the second half, they were dominant. Good first round win.
Quincy 49, Glenwood 42 - Awesome win for the Blue Devils, who lead the whole way, though they could never shake Glenwood. They again threw for an obscene number of yards, and have played their way into a home game with a looooooong drive for their #1 opponent.
Sterling 34, St. Viator 17 - I have doubts about St. Viator's skill. but Sterling played well and are now possibly the best positioned team in the area to get to the quarters.
Carlinville 36, Geneseo 7 - Not a terrible performance for Geneseo after being on the road for so long against a very good team. Will this leave the Leafs wanting more or disappointed?
SHG 55, Hall 6 - This is about what was to be expected. No offense meant to Hall here, I just don't think anyone from this side of the bracket (with the potential exception of Rochester) is keeping up with the Cycs. Good job to Hall to get there.
Stillman Valley 48, Monmouth-Roseville 33 - Better job from the Titans than I expected, in a thoroughly enjoyable game. But that's a hall and the Cardinals are a very good team. Tough year for Mon-Rose, but they ended it with honor.
Princeton 56, Peotone 28 - Don't let the final score fool you, this one was a running clock game. More of the normal for Princeton, who seemed more concerned about getting their backups some playing time and not wanting to embarass a team that isn't so far away from them.
Ottawa Marquette 20, Morrison 6 - I always believe there are no moral victories, especially in the playoffs, but if there ever was one, this is it for the Mustangs. They hung with a very good Marquette team for a while, and they're young. Good things are coming for these guys.
Rockridge 42, Newman 12 - Took a while for the Rockets to get untracked, and the pesky Comets stuck around. But Rockridge was always the better team.
Forreston 46, St. Bede 22 - Not a good way to end the season for the Bruins. Forreston is a very good team, but I know St. Bede will be disappointed after starting 6-0.
I was 9-1 (missed on Quincy).
This week:
Moline (10) over Yorkville (7) in the second round of 7A: Yorkville will be favored by most people, and rightly so with their defense. But Moline's offense is playing well, and I feel like they are rolling and can get into the third round for their first time. Moline would go to Hersey or host Batavia in the quarters.
Lemont (1) over Quincy (9) in the second round of 6A South: This is an interesting game, especially given Quincy's offensive firepower and Lemont's long trip. I think Lemont is better. Hope Quincy proves me wrong again. QUincy would host Kenwood or go to Bremen in the quarters.
Sterling (5) over Goode (4) in the second round of 5A North: I have absolutely no confiderence in the vast majority of the CPS teams. Sterling may want to start watching Sycamore and Carmel tape, as they would go to Sycamore or host Carmel in the quarters.
Princeton (1) over Genoa-Kingston (8) in the second round of 3A North: GK is not a bad team. but I do not seeanything from the Cogs that suggests they can hang with Princeton. Princeton would host IC Catholic (oooooo) or go to Stillman Valley in the quarters.
Rockridge (4) over Bloomington Central Catholic in the second round of 2A North: We were one point away from Rockridge-Mercer County, which would've been so fun. I think Rockridge will take this one in a close game after the long trip. Rockridge would host Farmington or Maroa-Forsyth in the quarters.
