Most teams seem happy to compete in their assigned class and so I'd venture most don't wanna be teams 6-12 in a open class and have a likely early exit verse the chance of extending their season into late November in a diluted class system.This is why the top 12 should play for the only State Championship, crown the top dog. Everything else should be class "x"A championship.

I wonder if you couldn't do the reverse of what the Prep Bowl does... Receive an invite to this open class. If you're a quick exit you can get inserted into say the quarters or round 2 of the state tourney with a chance to play on in your season in a 6-8A consolidation bracket. It eases some of the "first mover" problem in convincing teams that even competing in a open class state title is the ultimate goal to strive for.Unfortunately you are most likely right.
