Q: So how would you improve/fix Football districting scheduling?

Been lots of complaining (in all honesty who actually voted for this thing seems like every coach I've spoken to was not in favor of this) but District scheduling was passed.

So how would you go about adding/fixing any issues you see? Also if you are pro district scheduling...feel free to let myself and many other here as to why you are in favor?

The coaches don't vote, right? So it is very well possible that many coaches were against it but Admin voted for it....just saying.
 
It would seem they would need to devise an approach that "equitably" incorporates the CPS programs. If they don't, it will further erode football participation in the CPS, IMO. That would be one of the first hurdles they will need to overcome in putting the approved proposal in practice.

Would anyone be unhappy if CPS became a district to themselves? It would help alleviate many corncerns suburban and private schools have about worthless games and forfeits.

I was thinking that is a possibility. Maybe give the CPS an option to play in "combined" districts, if they so chose. That way, schools like Simeon and Phillips could conceivably chose to opt out of a CPS-only district.

I don't necessarily like the issues revolving around CPS. I would just remove schools who are currently ineligible for the playoffs and make the districts from all the remaining schools.

But I don't have the problems that others do, the schools voted to have the IHSA divide the schools into regions based on class, there really is nothing else to know. If the district thing is settled the thing I would change is to have the non-district games count for something. If not then just eliminate them and have a 7 game season.

I know it’s not exactly parallel but Northwestern won the big ten west so they were in the big ten championship. Their winning or losing non-conference games had no bearing on whether or not they made the big ten championship or not. Any sport where you winning your conference makes you an automatic qualifier in a playoff makes the non-conference games irrelevant for the playoff qualification. This is the case in the lower levels of college football where winning your conference puts you in the D3 football playoff is an example or the NCAA basketball tournament is another, etc.

In college football ALL the games count because each team is trying to get the best bowl game possible. Sure the non-cons don't count for the B1G championship, but they count in the larger picture. Even now the non-cons don't count for conference standings, but they count towards the playoffs and seeding. Under the new format they literally count for nothing tangible. Sure some rivalries may have to continue that way but why risk your playoffs over a rivalry? I wouldn't.

I also believe Catholic Hs programs have to be placed by there helmet count and winning percentages over last few yrs.You can’t have a team like st Rita play lower level because of lower enrollment!They need to play up at the highest district.Catholic schools have scholarships to pull in players.

So this is the VERY detailed plan of how I would suggest creating a district model in Illinois.

Part 1

Points of Consideration:

#1 Private School Considerations:
4 all-private districts of 6 schools will be formed descending from 8A to 5A. This setup will allow for traditional private school rivalries to continue. Optional district adjustments such as a promotion/relegation component for districts will be available at the discretion of the private schools every two years in district assignments. District assignments every 2 years will be left exclusively to the private schools and not to the IHSA. Private schools in this case are assumed to be only those in the Chicagoland area. Schools not placed in these special 8A-5A class designations will qualify for districts like any other school.

#2 CPS Considerations:
CPS-only districts in classes 6A, 5A, 4A, and 2A will be formed. CPS schools are not currently eligible for Class 8A and 7A of the IHSA playoffs based on lack of historical success in the IHSA playoffs. Optional district adjustments such as a promotion/relegation component for districts will be available at the discretion of the CPS every two years in district assignments. District assignments every 2 years will be left exclusively to the CPS and not to the IHSA. If the CPS deems that there are not enough competitive CPS schools to fill out the playoff field in any class, 5th place schools from other districts in that class will fill out the playoff field. This determination of playoff-eligibility for CPS schools will be made by the CPS prior to the beginning of the season. Regarding CPS historical playoff qualification, 20 schools from the CPS qualified for the IHSA Playoffs in 2018, and 20 qualify under this revised structure as well.

#3 Conference Considerations:
Previous conference arrangements will be considered under this proposal. When possible, previous conference affiliations and likely regional rivalries will be used to keep these familiar conference and regional schools together. This will allow for traditional rivalries to continue to take place.

#4 Travel Considerations:
Travel of 50 miles or more will factor into district assignments and may adjust schools up or down a class assignment based on distance.

#5 Rigor of 8A:
8A schools will be recognized for the rigor of their districts and thus fewer teams will be assigned to this class.

#6 Competitive Balance:
Minor adjustments to class assignments will be made to ensure competitive balance and to keep as many current conferences together as possible. In most cases, this will only result in a difference of one class higher or lower than what that school’s enrollment would dictate in terms of class assignment.

#7 Number of teams in 4A-1A as compared to 8A-5A:
Districts in classes 4A-1A will be slightly larger in total number or schools as compared to the districts in classes 8A-5A.

#8 Fluctuation in number of teams offering football:
If the number of football playing schools drops below 514, then reduction of teams per class will occur in the classes of 4A-1A first before moving to the classes of 7A-5A. If the number of football playing schools rises above 514, then additional schools will be added to the classes of 7A-5A first before moving to class 8A. In all cases, the classes of 4A-1A will not see an increase in the number of teams participating in their classes.

#9 Requests to opt up in class:
Requests to opt up in class will be honored if appropriate district switches can be made with another school.

#10 Crossover Games: Crossover games will be used when necessary for scheduling purposes, but won’t count for district standings.

#11 Nine Team District Scheduling:
If a 9 team district is required, these can be scheduled with a crossover game against another 9 team district resulting in a closed schedule with no need for non-district games, or a 7 game schedule by only playing 6 of 8 district teams and using tiebreakers as determined by the IHSA to choose the Top 4 playoff teams. 9 team districts unable to fill out their schedule with a non-district game team district will simply receive a bye for their off-week.

#12 Ten Team District Scheduling: 10 team districts can be scheduled to play a 9 game closed schedule with no need for non-district games, or a 7 game schedule with teams only playing 7 of 9 district teams and using tiebreakers as determined by the IHSA to choose the Top 4 playoff teams.

#13 Tiebreaker Situations:
The IHSA shall develop a tiebreaker procedure for playoff qualification and seeding purposes when applicable.

#14 Success Factor and Multiplier:
The previously implemented success factor and multiplier will be eliminated due to this new districting format.

#15 District Assignments:
Districts will be reassessed and modified every two years based off of the previously listed factors and others if necessary.

Wow that’s a lot of work.It might be the best scenario for a lot of teams that I have seen.It almost looks like it makes to much sense.Good job!

IHSA works closely with CPS every year to simultaneously solve 2 problems....

Get the number of football playing schools to a mathematically nice 512, or 64 per class. This can solve 2 problems. First, it eliminates that terrible 9 team district possibility and therefore a handful of teams having open dates to fill weeks 8 and 9. Second, it can solve at least some of the competitive balance problems. Depending on how many schools field teams in the state, the CPS can select whatever teams it wants to not be included in the 512, most assuredly the weakest it has. They can then be placed into closed districts and play themselves only with no playoff possibility. Those teams are happy to not get killed. All other schools are happy to not have a forfeit or 70 point win. And everyone is happy to not have a 9 team district.

Wow, NIU, seems like a lot of work went into that!

Its almost like its just IHSA mandated conferences... not sure if that's a good or a bad thing. All those considerations that were taken into account were basically things schools take into account now when they self-sort into conferences.

Under the old conference-format, what if the IHSA just got rid of conference auto-qualifiers for playoffs? Would that encourage teams to join more loosely aligned and flexible conference formats that would reduce conference shuffling?

  • Allow them to group themselves, or not,
  • Schedule teams above, or below, near or far, larger or smaller, as they see fit
  • Then, sort them into 8 equal groups by enrollment
  • Then - using an electronic computerized tabulation device or "computer" - rank them by wins vs losses, and overall strength of the wins and losses.
  • Then put them into 32-team brackets - get this: using the rankings as where you place them into that bracket or "seeds"
  • Play the games.
* The proposed Districts would be Free Will (or Individual Choice) Associations, the size, scope and source of funding of its individual members would NOT be mandated by any clumsy, state-wide association over-reaching its authority.

I also believe Catholic Hs programs have to be placed by there helmet count and winning percentages over last few yrs.You can’t have a team like st Rita play lower level because of lower enrollment!They need to play up at the highest district.Catholic schools have scholarships to pull in players.

It sure seems like the serious problems with the district method for our state are being flushed out. Expanding the playoffs from our current conference system sure seems to make more sense now. If one steps back to really look at the complexities of trying to "fix" the projected districts set-up, it seems like the wrong direction. Swing the pendulum back?

Extremely impressive work. The IHSA should hire you as a consultant.

You really went and thought outside the box here. The assumpton by many (myself included), that the breakdown of each class would be divided eqaully by schools. Instead, you looked at other factors and came up with a plan that could work quite well.

Now for the next difficult part, which I have yet to see anyone consider: How do you seed the teams for the playoffs?

Would it changed people's mind on the district proposal if they somehow figured out how to incorporate non-district games into consideration for playoffs or at least seeding for playoffs?
 
My whole starting offense and defense on Catholic HS football team was on scholarship!Public has few transfers here and there.Not even close.

Where did you go to high school? On my Catholic High school football team, we had one or two starters who received financial aid.

That was a lot of work you did, and I appreciate the effort. But, once you do something that big, people are gonna nitpick away. Here are my main nitpicks after just a brief scan of it:

1. You dropped down three 8A programs (Edwardsville, O'Fallon, and Belleville East) into 7A. While that solves the 8A district travel problem for those three schools (and the Joliet area 8A schools), that's a pretty big exception to the rule you just made there for the sake of convenience.

2. You bumped Boylan up to 7A. Why? Same convenient reason for dropping down those 8A programs?

Been lots of complaining (in all honesty who actually voted for this thing seems like every coach I've spoken to was not in favor of this) but District scheduling was passed.

So how would you go about adding/fixing any issues you see? Also if you are pro district scheduling...feel free to let myself and many other here as to why you are in favor?

As Bones basically pointed out, the District concept train has already left the station. I think we have to give districts a chance. You have to break an egg to make an omelette, but the omelette only comes together with a mix of other ingredients and a fair amount of attention. Also, rare is the omelette that is made perfectly on the first try. Usually, you have to make several of them and tweak the process a bit before you get them the way you like them.

We need to look at the next year or two as an omelette beta test of sorts. Let schools experience how those issues actually play out after a year or two, and let them be the ones to determine their own level of displeasure iwith those issues. Then, survey the schools (the ones actually fielding football teams, not the ones that don't) and ask them to identify the issues and rank them in terms of displeasure. Then, let the IHSA board decide if it wants to puke the whole concept or attempt to identify and implement fixes.

Thank you. Yes I did both of those for geographic proximity.
 
One potential idea would be to combine 7A and 8A districts. Take the largest 128 schools. Split them up into 16 districts based on geography. You'd have mixed 7A & 8A districts. The top 4 in each district make the playoffs. Of those 64 schools the largest 32 play in 8A, the next 32 play in 7A.

By doing this you'd alleviate the St. Louis area schools travel issue. You'd be able to preserve more rivalries. You'd fix the DVC and other problems like it.

Under the expected enrollments and multipliers there are expected to be 6 private schools in 7 & 8A. You could bump up 2 more to have an all private district. There are expected to be 7 CPL schools, you could bump one up (Simeon?) to make an all CPL district (you could also move all of these schools down to be a 6A district).

So much focus here on what is best for 8A and to a lesser extent 7A, but failing to consider how some goofy plan like this impacts the smaller schools downstate and thats where the votes are.

I wonder how much impact going to six classes would have (i know it's never going to happen). Or create six 11-man football classe and one 8-man class?
 
This district proposal was nowhere near a mandate, which should be the case with an issue of such far-reaching magnitude. IHSA proposals should have voting requirements in place for the schools:
  • eligibility to vote based upon actually competing in the sport
  • naming schools in the above category who do not vote
  • possibly list the schools with yes, no and abstain votes (what is the shroud of secrecy here?)
  • establish a higher threshold percentage to pass a measure (e.g. 51% or higher of all schools competing in the sport)
Any additions or deletions to this list out there?

Everybody needs to read and re-read IHSA Policy 18, "Grouping and Seeding State Tournament Series". It makes it very clear that the objective of the State series in any sport is not necessarily to advance the best teams to the State Final.

NIUAlum2002's proposal is well intended but it does not square with Policy 18. This comes up often in other sports where the best programs are geographically concentrated.

The obvious difference between football and other sports is that, in other sports, all teams qualify for the state series. The IHSA could have almost pulled that off by shortening the football season to eight games and doubling the size of the playoff field. Only a handful of teams wouldn't have qualified, and those teams could have scheduled a ninth game against other non-qualifiers if they wished.

This arrangement is going to create more problems than it solves.

Everybody needs to read and re-read IHSA Policy 18, "Grouping and Seeding State Tournament Series". It makes it very clear that the objective of the State series in any sport is not necessarily to advance the best teams to the State Final.

I don’t know anything about all that.Schools voted for something they have no idea what the results would be.Niulam2002s was really nice setup for more teams than the current conferences at least 4A to 8A which I’m more familiar with.
