Pretty simple you suspend him for the year, not sure what the issue is here? If you don’t like the rule have it changed otherwise know it and follow it. If you give this guy an exemption are you going to give the next guy one also if he has a really good excuse?

I think a suspension for a year is pretty harsh but it is what it is. You are correct in knowing the rule.
